Object
To implement arrangements for transferring the legal title from civil servants cooperative building societies or Government Built Housing Schemes to individual members, and for subsequent sale and other disposal.
To recruit the number of Administrative Officers necessary to meet present and future manpower needs.
To monitor the progress of localisation in the public service and provide assistance to departments experiencing difficulties in this area.

Position
RG (LO) has prepared the necessary conveyancing documents. DFS has devised the terms and conditions of the loans to be granted in hardship cases, subject to the approval of Finance Committee. AG is working on the draft Order by the Governor. It is estimated that the new arrangements may be implemented by end July.
Discussions have commenced with the two cooperative societies which received no Government loans, regarding the special arrangements to be made for them.
28 candidates have been recommended to PSC for appointment, and the Commission's advice is now awaited. New recruits are likely to enter the Service in July/August.
During May, a total of 13 overseas appointments were made (1 Legal Aid Counsel, 1 Magistrate, 2 Programme Officers, 1 Deputy Political Adviser, 1 Superintendent of Police, 1 Interviewer, 6 Confidential Assistants). Over the same period, 24 overseas officers departed bringing the working strength of overseas officers at the end of the month to 2,782 (a reduction of 30 since 1.4.86), of which 470 were in the directorate ranks.
