The Secretary of State has marked on the attached copy the points to which Mr Jackson-Lipkin referred in conversation with him. Mr Jackson-Lipkin said that he had picked up these points from his own good contacts with NCNA. The Secretary of State comments that he is not clear about the nature of the alleged ban on overseas recruiting for the civil service.

The Secretary of State would be grateful for a short draft reply covering these key points.
