consultants. Feedback indicates that staff, and staff associations alike, are in general satisfied with the way the job holders have been selected and the way the interviews are conducted. That does not mean however that they now have more confidence in the survey. They still remain pessimistic that the results will not be in their favour. The middle and junior staff are amongst the most worried.
On 17.9.86, the Staff Side of the Senior Civil Service Council wrote to CS reserving their position on the survey.
This
was followed by a press statement issued on 24.9.86. It is understood that the move is designed to safeguard the Staff Side's position in the event the survey turns out to be unfavourable.
The other major service-wide unions remain relatively quiet. But there is every possibility of their banding together if the outcome of the survey is to their disadvantage.
(c) New Pension Scheme
For the large part of the month, staff in general speculated that the second round of expert talks in Beijing on 24-25 September would unlikely be the final round,
