Latest Position

To monitor staff morale; to keep in touch with civil servants working in departments and with staff associations and unions, with particular emphasis on detection of any marked change of mood or morale.

The major issues of concern to staff during the month were

(a) Consultants' Report on "The Delivery of

Medical Services in Hospitals"

(b) Non-directorate Pay Level Survey

(c) New Pension Scheme

(a) Consultants' Report on "The Delivery of

Medical Services in Hospitals"

The Medical & Health Department

has so far received 19 submissions from staff groups on the report. The majority are of the view that the provision of medical services should remain Government's responsibility and that the proposed Hospital Authority should not be separated from the civil service framework. They are also of the opinion that there should be a second round of staff and public consultation as soon as the Administration has firmed up its proposals.
