Explanatory Memorandum

This Bill which comes into effect on 1 April

1986 amends the Public Health and Urban Services

Ordinance ("the principal Ordinance") upon the

establishment of the Regional Council. One of the

functions of the Regional Council will be to be the

Authority under the principal Ordinance.

2. The Bill amends the title of the

principal Ordinance to the "Public Health and

Municipal Services Ordinance" and consequential

amendments are made to references to the old name in

other Ordinances (First Schedule).

3. Prior to 1 April 1986 various By-laws were

made by the Urban Council in exercise of its powers

under the principal Ordinance. Parallel subsidiary

legislation in the form of regulations were made by

the Governor in Council. These regulations are

amended to become By-laws of the Regional Council and,

in order to distinquish them from the Regional Council

By-laws, the titles of the Urban Council By-laws are

amended to identify the fact that they made by the

Urban Council. Consequential amendments are made to

all subsidiary legislation under the principal

Ordinance and to references to such subsidiary

legislation in other Ordinances (Third Schedule).
