As the proposed increses will bring the charges only to the same level as those in the urban area, there should not be sustained criticism. There has been no public criticism of the proposed increases, which have already been publicised by virtue of the Provisional Regional Council

Regional meetings being open to the press. There was no sustained criticism of the last increase in charges in the urban areas.

A press release will be issued by the Regional Services Department explaining that

that the increases are to meet increased operating and maintenance costs and to maintain a satisfactory

satisfactory service to the public; that the increases will only bring the charges in line with charges in the urban area; and that the charges will in future be reviewed annually by the Regional Council. It will also point out that the new charges will still contain a substantial element of subsidy and will mention that they were endorsed by the Provisional Regional Council.

Members will be asked to advise whether :-

under section 42 of the Public Health and Urban Service Ordinance (Chapter 132), the Public Swimming Pools (New Territories) (Amendment) Regulations 1986 as at Annex A should be made; and

under section 109 of the Public Health and Urban Services Ordinance (Chapter 132), the Pleasure Grounds (New Territories) (Amendment) Regulations (No 2) 1986 as Annex B should be made.
