that your Petitioner's previous petition submitted in April 1983 was replied to in February 1984. Originally your Petitioner intended to submit a fresh petition in February 1985, but has not done so because of the advice of a doctor at that time saying that assistance would be offered him to go through the formalities. However, the matter has up to now been procrastinated. This is entirely a selfish and barbarous act, without the slightest re- gard for others' future and rights. This is most unfair and your Petitioner is not an unreasonable person. Eversince 1968, the doctors have not discussed with your Petitioner about the state of his illness and have merely told him that he is suffering from schizohrenia. Your Petitioner is a normal person and he does not accept the assertion that he is a schizoid.
At the time of submission of his petitioner in 1983, your Petitioner heard that a party was coming to Siu Lam Psychiatric Centre for a meeting, but your Petitioner did not have any contact with those persons.
Having been wrongly accused, your Petitioner was given a life sentence. The circumstances surrounding your Petitioner's commission of crime at that time were merely a suspicion (sic). This was because the act your Petitioner had committed could never possibly succeed. How could anyone possibly rob the head office of a bank with a two-inch knife ? Your Petitioner did not then put up any resistance and insistence (sic). Your Petitioner com- mitted such an act simply because he felt that there had been something unusual going on for several months at that time. Also, the judge did tell him that a doctor had at that time said that he did not have to take medicine. His commission of crime was intended to divulge to the Hong Kong Government that there was such an event. Your Petitioner had at that time gone to the Legal Aid Department to seek assistance, but your Petitioner was told to wait for a consider- able period for a reply. Your Petitioner therefore committed such an act, thereby he was able to await a reply in prison. Now that your Petitioner has been imprisoned for over 5 years, during which period he has been of good conduct and in fine spirit.

It is preposterous to say that there is a fear that your Petitioner will resort to horrendous acts. This event has a history of about 20 years. At first your Petitioner did not venture to lodge a complaint. Your Petitioner has realized that this could be a long-tera detention as he has now been vitimized for over 5 years.
If it is considered that your Petitioner is suffering from psychiatric illness, may he be admitted to a mental hospital please ? Welfare is excellent in a mental hospital.. Your Petitioner feels that it is very painful to be in this prison.
