However, the Board has accepted that it may be appropriate to reduce the number of free beds in the Group. Not as a guideline for future Boards, this year's Board has decided to introduce a fee for 662 beds in
The the Specialist Units, thus reducing free beds to some 1,600 in number. Board considers that the free services at out-patient clinics should be maintained.
With great respect, we have found it difficult to accept the suggestion that the Board should raise the necessary additional revenue from private sources to cover the fees forgone. That, we consider, would be inconsistent with the spirit of the 1971 Agreement. We must ask for your
reconsideration.
Turning to your letter of 29 August, we would like to point out that the 455 beds which began fee charging from October 1985 are all in Wong Tai Sin Infirmary. These beds have been allocated for Government patients.
