Category (ii) would be those who had undergone "socio- economic dislocation" ie those who had suffered under the regime but who were not persecuted. The four governments all viewed this idea with great scepticism and the Australian view was that the new category would cause immense problems and that UNHCR would have to reconsider their approach.

7. The information Miss Pearce gave me regarding UK receipt of the informal paper is contrary to that given to you by the Australian Deputy Permanent Representative earlier this week, who said that all IGC governments were in favour of UNHCR handing a copy over to us.

I have requested a copy from Mr Bayandoor (UNHCR) who is at present seeking advice from his superiors.
