UNHCR
ICVA agreed the need to involve NGOs in project planning. They recognised UNHCR's monitoring role to improve the efficiency of projects and the need to improve project management. Evaluation should be a continuing element of every programme, not a distinct phase. The phasing out of UNHCR assistance was the most difficult stage in local integration projects. assistance must continue until refugees were fully self-sufficient or until another UN agency took over responsibility. UNHCR had an important role to play even once its direct mandate was completed. ICVA hoped that UNHCR could establish a consortium of NGOs together with UNHCR to discuss project management. They welcomed workshops on approaches to development and refugee problems.
31. In summary Mr Dewey noted the general support for UNHCR's framework of action. He noted the comments made on documentation and UNDP's constructive statement. He looked forward to even closer coordination with UNDP. He also noted the comments made on the operationality of UNHCR, the comments made on programmes in Honduras and Sudan and the need to shift away from emergency aid to longer term development assistance. He agreed that voluntary repatriation was the most important element of UNHCR's work and that essentially all field offices should be voluntary repatriation centres. Finally he noted the tremendous
contribution of countries of first asylum and hoped this would extend to all countries in the world.
