stated that this camp was supervised by UNDRO and that there had been many international witnesses who could testify as to the verity of the statement. It was not surprising however that Vietnam denied these attacks.

50. Mr Arnaout, the Director of the International Law and Doctrine Section of UNHCR then summed up the debate. He hoped that EXCOM would endorse the declaration on the 1951 Convention and 1967 Protocol. He noted with satisfaction the importance attached to the issue of military attacks on refugee camps and hoped that conslusions could be reached on this. He reassured delegates that continued attention would be paid to the plight of refugee women. He noted the concerns expressed on the plight of Palestinian refugees. He noted the conslusions made about the Anti-Piracy Programme in Thailand and confirmed that this Programme would continue. He stated that the change in character of asylum seekers was matter which affected the heart of protection work and required constant attention. Finally he hoped that further efforts in the Working Group would result in conclusions which could be adopted on the use of detention against asylum seekers.
