However, Turkey recognised that abuses of asylum seekers procedures damaged the interests of bona fide asylum seekers. A distinction between the two was therefore needed and was becoming of increasing importance.
18. Turkey hoped that consensus on principles to prohibit armed attacks on refugee camps could be reached soon. They also hoped that the Anti-Piracy Programme in the Gulf of Thailand would continue. They agreed that women refugees were particularly vulnerable and noted with satisfaction the most measures already taken. In particular, self-reliance and income generating programmes, education and training would help improve the willing refugees' autonomy and hence protection. Finally Turkey said that asylum seekers and refugees must be treated humanely and to this end they hoped that the detention Working Group would adopt sensible principles in due course.
19. Morocco shared the concern of the delegations about detention, refoulement, and military attacks on refguee camps. They deplored the fact that consultations on the military attacks had not led to principles to ban such attacks. Camps must be solely for civilian and humanitarian purposes and should wherever possible, be placed far from the borders of a potential agressor country. It was essential to have UNHCR involved in such camps. Morocco referred to the plight of the Palestinians. They also noted that most refugees were women and that there had been no significant improvement in their lot. Special measures were needed to protect them and they support the measures taken so far.

Austria welcomed the Sub-Committee's solemn declaration concerning the ratification of refugee instruments. They considered the discussions on detention should be pursued we were running out of time. In future we should endeavour to avoid such rushes by discussing serious problems before EXCOM. Austria also regretted the impasse on military attacks on refugee camps. This was to the detriment of thousands of refugees throughout the world.
21. Belgium agreed with the contents of paper 680. They stressed the importance of the relationship between international protection and durable solutions - durable solutions presupposed international protection. They agreed that illegal immigrants detracted from the sympathy and facilities available to mandate refugees.
