18. In accordance with the rules of procedure, as the interventions by members of EXCOM were now over, Algeria proceeded with their right to reply to the Moroccan speech. They claimed that there were 165,000 Sahrawi refugees in Algeria which fact could not be denied. They claimed that Morocco's claim that they would accept back these refugees was untrue and that Morocco's claim that they were not all true mandate refugees was also not true. In fact EXCOM itself had decided that they were mandate refugees. Was Morocco questioning EXCOM's own decision?
19. Morocco in their right of reply to the right of reply stated that they were surprised at the response of Algeria as they had not mentioned any state in their original intervention. They would not be drawn into a political debate.
20. Pakistan agreed that voluntary repatriation was the best solution under the right circumstances. In the meantime self-sufficiency and training for refugees was necessary. They whole-heartedly supported the $20 m pirate project financed by the Workd Bank to generate income for refugees. This also helped the local population as well as the refugees. Pakistan stressed they could only give temporary asylum to refugees.
