General
(a) Took note of the progress achieved by the High Commissioner in the implementation of his General and Special Programmes in 1985 and the first five months of 1986 as reported in document A/AC.96/677 (Parts I-VII);
(b) Took note of the allocations made by the High Commissioner from his
Emergency Fund during the period 1 July 1985 to 31 May 1986;
(c) Took note of the observations made by the Advisory Committee on Administrative and Budgetary Questions submitted in document A/AC.96/683;
(d) Took note of the report of the Joint Inspection Unit on the role of UNHCR in Africa (A/41/380) and the response of the Secretary-General (EC/SC.2/33);
(e) Reviewed Schedule A of document A/AC.96/677 (Part I) and approved the following:

The proposals for "new and revised" allocations under the 1986 General Programmes for both operations and programme support and administration as summarized in table III, column 12, of document A/AC.96/677 (Part I) as amended by document A/AC.96/677 (Part I)/Add.1;
A revised financial target of $315,626,700 (not including the $10 million Emergency Fund) for 1986 General Programmes;
The country and area programmes and the overall allocations for 1987 General Programmes as summarized in column 13 of table III of document A/AC.96/677 (Part I), pertaining to operations as well as programme support and administration as amended by document A/AC.96/677 (Part I)/Add.1;
The financial target of $360,378,000 (not including the $10 million for the Emergency Fund) for 1987 General Programmes as shown in column 13 of table III of document A/AC.96/677 (Part I) as subsequently amended by document A/AC.96/677 (Part I)/Add.1;
(v) The proposal set out in paragraph 1.18.5 of Schedule A of document
A/AC.96/677 (Part I) as amended by document A/AC.96/677 (Part I)/Add.1;
(E) Noted with appreciation that the report on UNHCR activities financed by voluntary funds during the period 1985-1986 and proposed programmes and budget for 1987 provided information requested by the Executive Committee at its thirty-sixth session and encouraged the High Commissioner to pursue his efforts to further rationalize and improve this report;
(g) Welcomed the High Commissioner's assurance that UNHCR would try to ensure: precision in the evaluation of needs; credibility in the formulation of programmes; and rigour in the implementation of projects and urged the High
