Background
UNDP cannot impose projects on governments. UNDP provides resources over a 5-year planning cycle to be allocated according to the wishes of the recipient government, but UNDP provide considerable advice and guidance to recipient governments and act
as coordinators for other UN agencies in the field of UN development assistance.
However there is a degree of flexibility in funds allocated through UNDP. Resources
can be tapped to meet new needs as and when they arise. This emphasises the importance of close cooperation between UNHCR and UNDP.,

Canadian Proposal to establish an International Fund for Refugee Development

We are not in favour of establishing separate Funds.'
Background
The Canadians have suggested that a Special Fund for Refugee Development be
established.
