private organisations concerned with the welfare of

refugees.

At the time when the Statute of the Office of the

High Commissioner was adopted it was considered that

its principal functions would be to provide

international protection for refugees and that its

activities in the field of material assistance would

assume less prominence. The Office's functions in

regard to material assistance were subsequently,

however, extended. In resolution 538 (VI) of 2 February

1952, the General Assembly authorised the High

Commissioner, under paragraph 10 of the Statute of his

Office, to appeal for funds to enable emergency aid to

be given to the most needy groups of refugees within

his mandate.

6. In resolution 832(IX) of 21 October 1954, the

General Assembly authorised the High Commissioner to

undertake a programme designed to achieve permanent

solutions for refugees and authorised him to make

appeals for funds for this purpose.

Finally, in

resolution 1166 (XII) of 26 November 1957, the General

Assembly requested the Economic and Social Council to

establish the Executive Committee of the High

Commissioner's Programme, the functions of which

include approving projects for assistance to refugees
