UNHCR EXECUTIVE COMMITTEE (EXCOM): 37TH_SESSION: OCTOBER 1986
1. Documentation is now starting to appear for the 37th Session of the / UNHCR Executive Committee. I enclose the agenda proposed. Copies of
other papers are being forwarded to you and to Janette Wyeth as they become available. This letter will concentrate on two specific EXCOM issues: briefing and the composition of the British delegation. David Moss has written separately to Sue Rogerson about EC co-ordination.
Briefing

EXCOM this year takes place from 6-13 October. The two sub-committees, one on International Protection and the other on Administrative and Financial Matters, each lasting for one-and-a-half days, will be held during the three days 30 September to 2 October. 3 October is reserved for consultations with NGOs. There will also be an Open House meeting on 18 and 19 September, in preparation for the EXCOM, on which I have written separately.

The agendas for the two sub-committees have not yet been issued, but I understand that the Sub-Committee on International Protection will have on its agenda (1) Accession to Instruments; and (ii) Detention; and, at the request two weeks ago of the Tanzanian Ambassador, (iii) armed attacks on refugee camps. The Sub-Committee on Administrative and Financial Matters will consider the JIU report on UNHCR's role in Africa (on which I have written separately) and UNHCR's evaluation activities. All of the items will also be considered in plenary. As in 1985 (Richard Wildash's letter of 13 September to Roy McDowall and Mr Janvrin's minute of 6 September), we would welcome a detailed briefing for our delegation this year.

We have been giving some thought to particular points that the brief might highlight. First of all, it is most useful to have a steering section which contains a clear and full explanation of the British Government's current policy on refugee matters in general and UNHCR in particular. Much of this section can be incorporated in our major conference statement (see under item 4 below).

The first two items on the agenda are procedural. Item 3 will include adoption of the report of the Working Group on Documentation and the paper
