represent a threat to sea routes and the livelihood and safety of seafarers. The UK, in particular the Royal Navy, is concerned to fulfill its obligations under International Law to co-operate to the fullest extent possible to combat piracy on the high seas. This involves direct action if Royal Navy ships witness an act of piracy on the high seas. In coastal waters, the response would be limited to self defence and notification of the relevant authorities in the coastal state concerned.
