As you know, the 37th Session of EXCOM is scheduled to be held in Geneva 6-16 October. I attach the draft agenda proposed by UNHCR and informally agreed at the Working Group on Documentation in April. You will see that the item dealing with action taken on the decisions of the previous EXCOM has been deleted. Each brief should, therefore, contain an evaluation of the implementation of EXCOM's decisions and of UNHCR's performance in general on that subject.

2. I should be grateful if you and copy addressees could prepare briefs as indicated in list of briefs, also attached. Where more than one department is listed against a subject the first named should co-ordinate. In drawing up this list I have followed the headings used in the High Commissioner's report to the General Assembly last year (A/40/12). You may like to refer to this. I have spare copies if you need more.

Briefs should be in the form of a line to take (clearly indicating which points are for making and which are for defensive. use), a background (which should be self-explanatory requiring little or no prior knowledge of the subject) and a list of relevant documents. Only those documents not likely to be readily available in Geneva should be attached to the brief. Where known, you should indicate the positions of other members of EXCOM, particularly our EC partners. As Presidency we shall be expected to co-ordinate EC actions.
4. For the general/political background briefs I should be grateful if geographical departments could give a very brief account, in note form if preferred, of the general causes of the refugee problem in that area and any contentious political issues which should affect our handling of the subject.
5. I should also be grateful for your and addressees views on what we should wish to include in our speech under the General Debate. Finally, I should be grateful to know who from the Home
