8. Within the parameters set by International Law,
principally through the Royal Navy, will continue to play its part in combatting piracy on the high seas.
Tactics
APP
1. There is concern among donor countries in particular FRG and Italy - that major improvements are necessary if the APP is to receive further support. We share this concern and have made our future support conditional on:
a) the implementation of the improvements recommended by the assessment team; and
b) the continued support of other donors.
The main driving force behind the APP was from the USA: they can be expected to resist robustly any move to withdraw support from it. France withdrew support on financial grounds in 1985.
2. The best way forward is for pressure to continue to be applied in Thailand. The Conference should provide no more than an opportunity to exchange views and express our
our concerns.
