Introduction

1. Item 2(6)(a) of Commission I refers to Resolution V of the 24th

International Conference. Pirate attacks continue on Indo-Chinese

refugees fleeing by boat, particularly from Vietnam. An Anti-Piracy Programme established in Thailand under UNHCR co-ordination has not succeeded in eradicating the problem. More generally, acts of piracy on the high seas and in coastal waters are of continuing concern to the world community.

Representatives in Geneva of States Members of the Executive

Committee of the Programme of the UN High Commissioner for Refugees.

UK aims

1.

To help remove the scourge of piracy, in particular when directed against refugees.

2. To seek improvements in the UNHCR/Royal Thai Navy anti-piracy programme in the Gulf of Thailand in order further to reduce the incidence of piracy on refugee boats.

3.

To contribute to the search for ways to control and reduce the numbers of Indo-Chinese leaving their countries by boat, thereby exposing themselves to the perils of pirate attacks.

4. To fulfil our obligations under International law to combat piracy on the High Seas.
