I attach a note for the file which outlines a discussion I had with UNHCR's Resettlement Section on 25 September.

2. It is a moot point how far Resettlement Section's views are shared by the High Commissioner and senior officials in UNHCR. I, of course, argued Hong Kong's case vigorously in this contact as well as emphasising HMG's position on accepting further new intakes of Vietnamese Refugees, ie that the matter was under consideration in London.

You will see that I have not copied this note to Hong Kong, as I wished first to discuss it with you on your arrival.

You will no doubt wish to consider how much of the note to pass on to Mr Woodhouse before our lunch with the three Resettlement Section officials on 8 October.
