Condemned South African attacks

on camps in neighbouring states as a "gross violation

of their Sovereignty".

3. Content with Draft Conclusion No 2 but consider

Draft Conclusion No 1 better with a reference at end of

operative paragraph 1 to the "exclusively civilian and

humanitarian character of refugee camps" or a cross

reference to Draft Conclusion No 2.

4. [If pressed]. Could accept both Draft Conclusions

with a suitable EOV on No 1.

Discussions on military attacks on refugee camps

have been going on for 5 years now with the aim of

adopting principles for the prevent ion of attacks on
