2.11 SOMALIA

Action taken
This addendum provides details of the requirements resulting from the inclusion of assistance to recently-arrived refugees in the 1987 General Programmes announced in paragraph 2.11.29 of the Report on UNHCR Assistance Activities in 1985-1986 and Proposed Voluntary Funds Programmes and Budget for 1987 (Document A/AC.96/677(Part II)). Details are also given of significant developments since the preparation of that document.

In paragraph 2.11.3 of the Report, the Executive Committee was informed that as a result of continued arrivals during the first five months of 1986, the total number of new refugees from the Ogaden in Ethiopia had increased, according to Government statistics, from 107,000 to some 190,000 persons. As a result of a recent re-enumeration of those refugees accommodated at Tug Wajale reception centre, the total number of refugees who have arrived in Somalia since the last quarter of 1984 and who require assistance is now estimated by the Government at 140,000 persons. The refugees in Tug Wajale will now be moved to a new location further away from the border, which will provide them with greater security and facilitate the delivery of assistance and public health measures.
In paragraph 2.11.14 the Executive Committee was informed of the significant interest in voluntary repatriation being expressed by refugees in the Gedo Region. Registration has begun and at the time of writing over 7,000 applicants have registered. Discussions are currently under way with the Ethiopian and Somali authorities regarding the technical and logistical arrangements needed for this repatriation.

In paragraph 2.11.28 the Executive Committee was informed that the transfer of 25,925 persons from Magdor Transit Centre to Chabole camp had been suspended due to an outbreak of cholera. The transfer has now been resumed and as of August 1986 a further 2,785 persons had been moved bringing the total to 6,460 persons. The transfer is expected to be completed by the end of 1986.
