As far as I know the UNHCR are under no pressure and can fulfil their mandate impartially with unfettered access nature of the refugee community is such that most in the main towns.
(7) Physical Security of Refugees
Refugees are as safe as any other class of person in Morocco and are protected by the normal forces of law. Dangers can arise for refugees as Morocco develops her external policies. For instance after the signing of the treaty of Union with Libya in August 1984 refugees from Libya were probably advised that they would be safer elsewhere.

(8) Nature of Refugee Camps
There are no refugee camps in Morocco.
The UNHCR programme in Morocco is very small. The figures you supply I think beg the question, why is programme support and administration such a large amount.
