Nature of Refugee Camps
18. The OPM appear to be using the camps for
political/military purposes, but the organisation's
active members are few in number, and difficult to
identify among the border crossers. There is little HMG
can do. The PNG Government is trying to get to grips
with the general problem: this is welcomed by UNHCR.
