Certainly, the refugee population includes representatives of the various resistance factions, at least civilian if not military. Bangkok are, however, right in their view that UNHCR have been seeking to reduce the incentives for Vietnamese aggression against the refugee population by keeping political and military activities quite separate from the civilian camps.

You will have seen a copy of the brief I put up for the ICRC on this, from which I am sure you will be able to draw for our latest position. I shall now be working on the brief for Item 6 (g) on Indo-Chinese refugees.
