UNHCR: EXECUTIVE COMMITTEE, 6-16 OCTOBER

1.

Please refer to your letter of 6 August which enclosed an ODA questionnaire on UNHCR activities. A copy of the Tanzanian extract from the UNHCR document was not enclosed.

2. I am afraid it has been impossible to answer all the questions adequately as to do so would require, I think, visits to several of the settlements and projects. What I have managed to say is based on conversations with UNHCR, the Ministry of Home Affairs and two of the NGOs involved. Some of what UNHCR had to say about the Kenyan refugees was said in confidence and I should be grateful if this could be borne in mind by recipients of the attached paper.
