The principal step is to continue with the practice of having GRZ co-sign project agreements. The NGOs are encouraged to hire local Zambian personnel some of whom had developed an expertise in their field. Zambian Government officials tend to confine them- selves to security checks.

The system works well using standing committees bringing together all the agencies. UNHCR prefer an NGO to take the lead as chairman.

Yes, eg on the handling of ANC refugees from Lesotho who must be dispersed among a number of the FLS. Some refugees are permanently "in orbit". UNHCR freely consult each other's branch offices to check upon refugee stories and credentials.
Yes. The Commissioner of Refugees is always kept closely informed.

Disaster Preparedness
i) Best statistics were not very reliable until the
registration programme was put in hand. Figures for new refugees are fairly accurate (to a margin of 5-10%) and are checked against food distribution requirements.
ii) The local UNHCR send a good deal of detailed information
to their headquarters in Geneva (Mr da Souza).
iii)
Not much is done but an annual report on political developments is required. The local UNHCR receive various country assessments eg from Amnesty International from Geneva and make their comments.

v)
Not really. Refugee work is responsive and it would be difficult to forecast trends from here.
