COORDINATION/COOPERATION

UNHCR do not believe there is wasted effort or undue duplication. Liaison with neighbouring representatives is harmonious and the Nairobi office maintains a useful overview through certain regional responsibilities placed upon it. The following four areas are covered by Nairobi based officers on a regional basis:

INFORMATION/DISASTER PREPAREDNESS

UNHCR in Nairobi seem to rely to a considerable extent on the emergency unit in Geneva for back up and forward planning for disasters. The UNHCR representative coordinates the political input to Geneva on an ad hoc basis, feeding it also where appropriate to neighbouring countries, where useful trends can be forecast. The representative relies on his own general and governmental contacts and those of his staff for his information. He holds periodic staff meetings to draw strands together and tap the knowledge of his underlings.

7. LEGAL PROTECTION

UNHCR have unfettered access to their refugees and are fully satisfied with the legal protection afforded by the Kenya Government.

PHYSICAL SECURITY OF REFUGEES

Apart from certain notorious incidents in 1983 and 1984 UNHCR have no complaints about the security given to refugees in Kenya. In 1983 two individuals with refugee status and one mandated refugee were handed over by Kenya to Tanzania. In 1984 there was a number of attempts made by Uganda to kidnap refugees in Kenya but UNHCR say they know of no case that was successful despite the battering that some individuals suffered. The Kenya Police and security forces, according to UNHCR, investigated the cases and took the necessary action. Kenya protested to Uganda at the time.
