14. UNHCR insist that their camps are strictly civilian. Mr Fell pointed out that as Itang is an open camp, it was impossible for UNHCR to know the whereabouts of each inmate all of the time physical containment was up to the Government. Mr Fell could not say that refugee camps had never been used in a military connexion, and there had indeed been some incidents. Following a UNHCR protest to the Government, the Vice-Ministers of Public Security, the Interior and Defence, visited Itang and concluded that there was no military involvement in any of the camps. UNHCR are satisfied that any military connexion is sufficiently small not to cause

concern.
