3. i) MAIO and COR have an understanding peculiar to the special situation in angol when UNHCR funds are called upon to finance construction projects in MAPO camps. MAAÜ will put a detailed proposal to Jk for approval. Although in principle projects are thrown open to tender in practise usually one of two wedish companies is employed. THUR have little say

in the choice of company, which they pay directly in Geneva. WALC justify this closed shop on the grounds of the security criteria laid down by themselves and the Government of Angola (which facilitates free access of the company and its equipment into angola). MAC claim, in addition, that in practise these

wedish companies are cheaper than other foreign construction companies present in .ngola. Although this system of awarding construction contr-cts is clearly open to abuse, there is little the UNHCR could do to change it.

ii) UMHUR assistance to cairois is probably adequate. JWAPO and AC coordinate their own requirements. Although JWANO receives some UNHCR assistance both Namibians and South Africans benefit from large quite separate programmes principally from the Nordic countries.

iii) UNHCR are careful not to provide material support

to camps where they cannot check its use.

iv) All three groups have achieved a good degree of self-sufficiency.

v) ngolan authorities are only directly involved with Lairois. But the SWARO settlement in Kwanza Jul (c. 40,000 refugees) is very well integrated with the surrounding population who benefit from shared water, agriculture and power projects.

4. i) iii) Not a problem. UNHCR shares premises with UNICEF, FF, UNDP, etc.

iv) of necessity. Particularly Kinshasa and Lusaka over Angolan refugees and Maputo because of South Africans.
