Possible sites for additional camps have been
identified as follows ..

(b)
(c)
(d)
the Borrow Area west of Wang Chau Industrial Estate, Yuen Long, for about 4,000 refugees;
Tai Tong Borrow Area, Yuen Long, for some 2,000 refugees;
Ma Po Ping, Lantau, a site behind Tong Fuk Village that could be used for a closed camp for some 5,000 refugees; and
a possible extension of Hei Ling Chau to accommodate another 2,500 refugees (but this would need consultation with the Commissioner of Correctional Services).
These sites are being held in reserve and would be put to use should the situation demand. Meanwhile, the search is continuing for more sites.
Management

For reasons already stated in paragraphs 19 - 20 of memorandum XCC(82)54, the Correctional Services Department is most suited to take on the management of closed camps. The Commissioner of Correctional Services accepts this, given the necessary resources and manpower, but at this stage would not wish to commit himself to the management of closed camps beyond those listed in paragraph 18. 19.

The system of management and control to be adopted for closed camps for Vietnamese refugees would be generally similar to those already applied to detainees under the Immigration Ordinance. The refugees would have limited freedom of activities within the confines of the camp. Rules would be laid down to regulate their behaviour and conduct and these would be modelled on existing Prison Rules, suitably modified.
Standards

The standards of management, accommodation, feeding and medical and other services to be provided in closed camps would mainly be based on the recommendations of the Lightbody Report summarised for Members in memorandum XCRI(80) 25 of 21 July 1980. Suitable modifications would, how
however, be made to. take into account the closed nature of these camps, and the professional advice from the Medical and Health and Correctional Services Departments.
