That the British Government

be urged to maintain its

present offtake of 40

refugees per month beyond the 500 family reunion cases now being processed.

The closed camp policy is harming the refugees who are long-stayers in closed

centres.

CSD should not run the

refugee camps though it may

retain a security role. The refugees should run their own communities as far as

possible.

SWD would be much more

appropriate to manage the camps.

Voluntary agencies be given a role in managing camps.

Closed camp refugees who have not been resettled at the end of the 5th year should be transferred to a new small

open camp.

A remission system be

introduced so that a refugee

could be moved out of a

closed camp earlier if he/she

made particularly good

progress in such areas as language or vocational training.

That the refugees be allowed

to cook and eat their own food, as a supplement to central feeding.

Within the closed camp

policy, efforts should be made to expose the refugees to wider human contact and experience.
