FCO/HOME OFFICE SEMINAR 17/18 OCTOBER
1.
As many of you may know there is to be a seminar of officials from the FCO and Home Office, mostly at Under Secretary level, at Wilton Park on 17/18 October. The object is to have a general discussion which will allow each Department to appreciate the primary concerns of the other, and to have the opportunity for personal contact at a senior level. Some general groups of subjects for discussion have been agreed including (1) terrorism, dissidents, extradition and protection of Embassies; (2) immigra- tion, race relations and the Commonwealth; (3) Britain and the European Community including frontier controls and common format passports; and (4) as part of a miscellaneous and wind-up session, drugs and mutual legal assistance. A list of the FCO participants
is attached.
2. I shall be grateful if Heads of Department would make sure that if there are any points which need to be put over to the Home Office these are known to at least one of the FCO participants by close of play on 15 October. We are not planning any elaborate collective briefing. I should be happy to take note myself of any points from departments whose supervising Under Secretaries will not be present at the seminar. Ways should be found to raise any matters of importance, if not during the discussion sessions, at least over meals etc.
