How should the Prime Minister reply to the letter of
24 June from the Administrator of the Hong Kong Oxfam Group?

Recommendation
2. I recommend that the Private Secretary write to PS/No
10 on the lines of the attached draft. SEAD and Home
office officials concur.
Background
3.
The Oxfam Report, published in Hong Kong in April, is one of several reports by voluntary agencies over the past
four years which have been critical of aspects of the
closed camp policy introduced by the Hong Kong Government
in 1982. The current report presses for
(a) more resettlement in the UK, as an example
to others;
(b) changes in the closed camp policy more
refugee and voluntary
