Problem

1. Our present programme for the settlement of Vietnamese refugees will be completed in the next few months. Unless

it is extended or renewed other resettlement countries will

have little incentive to sustain their own effort.

Refugee numbers in Hong Kong could cease falling, or could

even rise again. What action should we take?
