We would not dispute Mr Leeks comments to Peter Rickett's in Washington (his letter of 16 October) that Hong Kong has the highest proportion of Vietnamese long- stayers in the region. However, the size and nature of the problem in Thailand, and major resettlement countries commitment to this problem, is something I believe we should bear in mind in discussions with major resettlement countries.
