And I'm not aware of that arrangement in any other part of the world. How do we continue to operate that policy when everyone, the Ray Commission included, finds this increasing economic and family reunification element in the flow of all

persons in the first asylum country. I have this thought that if Costa Rica or Honduras were announce that they would not accept any Nicaraguans or Salvadorans unless an offer of third country resettlement existed, would we really make the same commitment toward refugees as we have in Thailand? It is a very curious thing to me. Well--going to get more curious, but You could

SECRETARY SHULTZ: I think it's a hard problemy very hard problem. First let me say that there isn't any automatic ticket. NOW I think we have to say that and mean that and try to sort it out as best we can and be conscious, and I think inc easingly conscious of the problem, and develop our capabilities for sorting it out.
