Head of Chancery followed up HM Ambassador's call on Genscher on 19 May with a letter to Genscher's Private Secretary setting out the case again and giving details of where other countries were being helpful.

3. We have now had a reply from Herr Nöldeke, the Head of the relevant Department in the Auswärtiges Amt, which, predictably, informs us that, having reexamined the case, the Federal Government is unable to offer any additional places to Vietnamese refugees without close family ties to those already here. I enclose a copy

of Nöldeke's letter.
