Vietnamese Refugees in Hong Kong
1. After opening courtesies, Lady Young urged the French government to consider favourably the cases of 135 Vietnamese refugees in Hong Kong who either spoke French or had ties with France.
M. Bariani said that after Mrs Chalker's visit to Paris he had asked officials to examine carefully these cases and to see if France could do more. So far in 1986, 15 refugees had been accepted from Hong Kong, plus 2 minors in the context of this review. Given that the vast majority of refugees in Hong Kong did not meet France's normal entry criteria, he could not make any commitment on numbers. But the French were making a special effort.

Lady Young said HMG was grateful for this. We were ourselves taking in extra refugees, and an extra effort by France would be useful in encouraging other countries to do the same. She hoped that the French government would encourage the work of Ecoles Sans Frontières. M. Bariani said that the French could not undertake to admit a specific number of ESF's students. But the
