Also, and Cooper refers to resettlement ratios before since the start of 1986: the ratios look little odd to me. What do your figures show?

(c) Local integration: it will be important for us to be able to rebut at ExCom any insinuation that Hong Kong is not doing its best to meet the commitment it has made to absorb up to 250 ethnic Chinese refugees from the camps.
