4. For a recommended two-year transition period, new arrivals with close family ties in the United States should be processed as refugees if they cannot qualify within that time for immigrant visas. Spouses and minor children of refugees in the United States should continue to benefit from the Visas 93 procedure.

Administration Actions:

o The Administration recognizes the need for a transition period or a phased approach when revisions in current program operations are made.

o It is agreed that the use of Visas 93 procedures should continue where appropriate.

Humanitarian parole should be extended generously to overcome unusual hardships.

Administration Actions:

o INS has stated that it will consider sympathetically the applications for humanitarian parole of dependent relatives of immigrant visa beneficiaries and beneficiaries of non-current immigrant visa petitions from among the border Khmer population.

o The use of and problems associated with humanitarian parole of border Khmer is being monitored closely.

6. The changes in the Indochinese Refugee Program should be widely publicized throughout Southeast Asia by whatever means will effectively reach persons in the refugee-producing countries.
