In reply to your letters of 19 March and 26 April

1986, I am pleased to be able to inform you that I have

decided to grant on the one hand 30 visas 20 for adults

and 10 for children from ten to twelve years of age

refugees rescued from the South China sea by the ship Cap

Anamur 2 and on the other hand 29 visas for boat people at present living in camps in HK and who all have family relations in Belgium in derogation of the principle of family reunion (please refer to my telex B553, para 2).

However, given that there are no available funds for the reception of these refugees, that their means of existence are not guaranteed and that they risk becoming a burden on the social security system (CPAS) the granting of these visas will be dependent on an assumption of responsibility signed by a financially solvent individual, valid at least until the time when those in question are able to provide for their own support by working at a paying activity.

I am in favour of your proposal for you to establish, in your capacity as representative of Médecins du Monde in Belgium, a list of 29 people to be chosen from the boat people in HK, giving priority to families with children with family ties in Belgium, who wish to come to Belgium and whose already established relations are able to sign the required assumption

of responsibility.
