VIETNAMESE REFUGEES IN HONG KONG: RESETTLEMENT IN CANADA
Problem
1.
The Canadian High Commissioner has written to the Secretary of State to confirm that Canada has increased its
1986 resettlement quota for Vietnamese refugees in Hong
Kong by a further 450 places. How should we respond?
Recommendation
2.
I recommend that the Secretary of State reply along
the lines of the attached draft. NAD concur.
Background and Argument

8,500 Vietnamese refugees are in Hong Kong awaiting
