Points to Make

Grateful for the major role the US continues to play in resettling Vietnamese refugees from Hong Kong. But HMG remain seriously concerned about refugee problem in Hong Kong, which has largest population of Vietnamese refugees in the region.

2.

Understand however that there may not be many more

refugees in Hong Kong who meet US criteria for

resettlement. Hope that these criteria can continue to be applied flexibly and sympathetically

sympathetically to assist Hong Kong with this difficult problem. Particularly important that present annual US offtake of 1800 refugees from Hong Kong

should be maintained, because other resettlement countries

continue to look to US for a lead.

Defensive

3.

(If asked about UK resettlement programme.) We are halfway through our current programme to resettle some 500

extra family reunion cases from Hong Kong. We have not lost sight of our commitment to consider taking further

limited numbers of refugees, and shall be considering in due course how we might fulfil this commitment.

(If asked about other countries' response to our

current diplomatic campaign.) The following firm offers of

extra places have been made:
