Hope you can accept at least the 90 refugees in Hong Kong with relatives in Germany. Any gesture beyond this would add a useful political dimension. (Most EC partners

have agreed to take some refugees from Hong Kong. The

Länder has been reluctant to do so, in view of their

problems over Tamils and other asylum-seekers. However, two Länder have accepted 150 refugees picked up by a "Mercy Ship" in April. A positive response from FRG would help our

efforts to persuade others to accept more Hong Kong

refugees.)
