Time should be left for a brief word to reiterate our serious concern on Vietnamese refugees in Hong Kong. Genscher agreed in Hannover to follow up this matter with the Laender, though there is unlikely to have been much action. Helpful gestures by other European partners provide an example for the Germans to follow.
