But that only focussed the spotlight on continuing offenders eg one or two individuals in the French Embassy. M Plaisant said that parking offences were regrettable, but he wondered whether the size of the Embassy was a factor in the French Embassy's apparently bad record.
Civil Service Exchanges
7. Mr Ratford said that despite high-level efforts it was proving difficult to identify British Civil Servants of the right quality to take part in all the programmed exchanges. It seemed unlikely that the minimum number for the IIAP study visit 2-27 June would be achieved. This year there would be only two nominations for the ENA long course. He hoped that this would not lead to a reduction in
places available next year. M Plaisant took note.
Vietnamese Refugees

Mr Ratford outlined the problems which Vietnamese refugees created for Hong Kong and asked to know whether France could take more. M Plaisant referred to Mrs Chalker's discussion with

M Bariani and said that despite the great demand from South East Asian refugees for resettlement France M Barlanı was studying the question and the French attitude was relatively open. M Boissy sald that one should not be too optimistic, as few of the refugees in Hong Kong satisfied French criteria. Mr Cox pointed out that few of the refugees met any third countries' normal resettlement criteria, nonetheless Britain, Hong Kong and a number of other countries had agreed to help resettlement.
