EXPLANATORY NOTES ON BUDGET

Heading N 1: Trips from Europe to Hong Kong

Volunteers are contracted for one-year terms. Air tickets are bought at reduced prices (50 % of normal price) with a restrictive condition on the date of return (with a maximum of 362 days). Three return tickets will be needed, including a return ticket for the follow-up of and the assessment of the programme.

Heading N* 2: training of volunteers

Travel expenses of volunteers from home to ESF headquarters for briefing, documentary trips, search for educational materials, and teacher-training courses, if necessary.

Heading N° 3: volunteers' subsidies

This chapter includes the subsistence allowance, the accomodation expenses, the monthly leave and the repatriation allowance. The basis is 6,000 FF a month per volunteer. The cost of living is rather high in Hong Kong, especially as far as housing is concerned.

Heading N* 4: Repatriation insurance

All the volunteers are insured with EUROP ASSISTANCE, and the insurance covers the expenses incurred as a result of slight illness; in case of serious illness or accident, the volunteer is repatriated in France.

Heading N° 5: Health insurance in France

Contributions to a personal insurance, or to the "Caisse des Expatriés" for volunteers who do not benefit from any social insurance. The current cost of the social security benefits, with special rates, is 3,485 FF half-yearly.

Heading N° 6: Local travel expenses

The Hong Kong territory, although a tiny one, stretches over hundreds of islands. People travel by ferry-boat, by train, by tube, by bus or by taxi, the latest being rather expensive.

Heading N° 7: maintenance of premises

We can freely use the existing premises, but we have to pay for the equipment and the maintenance.

Heading N° 8: Educational material and stationery

We need to print the students booklets and the refugee guidebooks. We also need felt boards, visuals and stationery items. We'll also have to equip the listening centre with tape-recorders, tapes and headphones, and the projection room. This chapter will also cover the suscription to French magazines/newspapers.

Heading N* 9: Salaries to the refugee teachers

We plan to give a small salary (150 FF/month) to the refugee teachers (about 5 in each camp) so that they can buy some extra food.

Heading N* 10: Administrative expenses

They are expected to represent &% of the total value of the programme; they will cover the part of the total administrative expenses incurred by the Hong Kong project.
